Kishanganj: A Collective March Towards Development.
Dear honorable members,
ASAK!!!
I hope you find this email at the best of your health and spirit.Keeping in view every ones sentiment and of course the interests andzeal to remain committed and united for our dream Kishanganj, I havewritten this note.
Background:
Kishanganj, the district created on January 14, 1990, geographicallylocated in the extreme North East of Bihar and Bordering W. Bengal,Bangladesh and Nepal. Statistically, it has seven (7) blocks and about130 villages. The total population of the district is about 13 lakhsas per the census 2001 which includes about 6.7 lakhs male and 6.3lakhs female population. If we divide the total population into urban:rural ratio it is about 1.3 lakhs: 11.7 lakhs. As per the census 2001the overall literacy rate is 24% which includes male literacy rate as34% and female literacy rate as 14%. The district has manyeducational institutions too which includes 2 government colleges, 2private colleges, 1 medical college, 1 polytechnic,1 central school, 1Navodaya school, 17 government high schools, 90 middle schools, 5middle school for girls, 508 primary schools, 220 Madrasas and inaddition few project schools on education for the poor andmarginalized. On medical and health front the district has 1 Sadarhospital, 2 referral hospitals, 7 PHCs, 129 health sub-centers. Thedistrict is predominantly agrarian and the main crops of the districtare rice, jute, pulses and fruits including few cash crops. On theindustry front, the district has a few plywood and small scaleindustries too. (Reference: Kishanganj District Portal).
The districtis strategically located but the aboriginal people never utilized itsbenefits except a few.
The above talked about are the only few specifics about the districtand there are many more which I believe most of you are sentient. WhyI brought these indicators into our kind freshness because it gives adepiction of the district in hand and may be all-inclusive for many tovalue the current status and the challenges ahead in order to putKishanganj on thoroughfare of development. There are issues in thedistrict which indeed required wide-ranging, effective, apposite andenduring solutions for all round development. I would like to bringevery ones’ kind consideration to provide inclusive action plan orthought pertaining any specific issue of socio- economic importanceand any other issues of community advancement. Here let me affirmagain we invite thoughts and action plan based on certain core valuesand principles, these are believing in the power of peace, harmony, unity in diversity, sustainable development, passion & integrity, compassion and respect for others, peoples participation, equality andsocial justice, without any prejudice in respect of caste, race, gender, ethnicity, social or political groups, socio economic statusor religions and above all plan of action should be mass oriented.
Do we really crave to see our dream Kishanganj? So lets come together, put your thoughts and enduring strategy to combat with prevailingsituations on the following given dimensions of social, economical, political, commercial and natural importance.
1. Education:
2. Health:
3. Poverty:
4. Unemployment
5. Infrastructure
6. Agriculture
7. Industrialization and Investment
8. Corruptions
9. Dowry
10. Panchayati Raj Institutions
11. Governance and Public Administration
12. Delivery of public goods & services
13. Natural Calamity
14. Electricity and power supply
15. Doing Business in Kishanganj
16. Good Human Values
We really need to know how various activities of the above mentionedfields and/or fields of your imagination for social changes areinter-related and play a role for the transformation of individual/community/ society towards development. Do we have awareness ofvarious projects, grant-in aid, annual budget, and utilization ofallocated funds on a particular area of development, misutilization offunds, and surplus of funds, what our administrations at districtlevel, subdivision level, block level, village level, does and how theauthorities are responsible? Who is accountable for what and whichservices is beneficial and has reached to the target beneficiaries?Who plans it, who implements it, who monitors it? In my opinion wethe common people need to introspect and be aware of for collectiveresponsiveness towards our dream. I know many of you are aware of eachor any system but have we ensured that the purpose is achieved?
Your strategy and opinion may be of great help for all of us tangiblyor non-tangibly which if applies fortunately at the grass root levelor any intervention required at the national/state leadership leveland focused areas of concern. You may take any of the issue or issuesand may go ahead keeping in view the blue print is focused onKishanganj constituency in specific and the Surjapuri belt in general. I would really be happy rather excited to hear from you all for thecontribution towards putting our beloved district on the track ofdevelopment. Your hard work and sincere endeavor would really behighly appreciated. Your suggestions and advice may directly orindirectly would be of great help to our honorable MP Maulana AsrarulHaq Qasmi to understand and draw a roadmap of developmental activitiesfor the our very own society/community in the near future and if everything goes well then of course beyond this tenure.
As many of you might be aware that the Central Government has askedall its MPs to submit a 50 page report on the progress on completion of 100 days in the Governance.
As we all know that we are the fraction of our society only who talkedabout dream Kishanganj but never forget we have to bring the largeportion of society who works at the grass root level or remain adetached, in the process of social change i.e. towards themodification of each dimensions of society!!! We have now a leader ofmass, a son of the soil, who is champion of good governance as MP(Maulana) whose sole purpose is to serve the community and serve thenation, give him, ideas, suggestion, feedback, and above all time. Please ensure that we are not talking about a radical change ofsociety but social change as process. I assure you the day will comethe learning from this forum would be of great help to contributetowards development of our very own society and Inshallah our dreamwill be a reality!!!

Kishanganj: A Collective March Towards Development

Hi every one!!! We are more than 13 lakhs now, let’s put Kishanganj on a collectivemarch towards development.
Possibilities are enormous and so are the challenges. In a fastchanging scenario in and around, we not only have to keep up with theculture and values that we have set forward as a resident ofKishanganj but we need to keep the pace of development dynamic. We arefar behind than the others in terms of education, employment, povertyeradication, medical & health facilities, agricultural facilities andmany more that you can continue to count. It’s not about looking toothers for the work and effort but it is all about a collectiveresponsibility.
If each one can share the vision of a dream Kishanganj then why cannoteach one share the work and the passion to transform ourselves intobetter individuals, better humans and better residents.
Often we have talked about it and discussed this at length, inschools, in debates, in colleges, with elders and with young folks, with fellows and friends and I mean on various platform at manycapacities. We are called a country where everyone has some opinion orthe other. Let me assure you, this time when we formed that opinioncertainly not on lines of political or social groups, castes ,religions , sects but on the lines of progress and development of thedistrict and the futuristic vision. Most of the times we haveconcluded in our lengthy debates on the ways to get our districtforward is through education , is through women empowerment , throughyouth participation ,through responsibility sharing, through gettingreservations in jobs, through peoples participation and speciallythrough the initiatives taken by our MLAs and MPs.
Who can understand the plight of the youth of today, needs of thefarmers, under par policy of education, fraudulent governance, unmetneeds of reproductive & child health and other medical & healthfacilities etc you can add on than a common person who has been inthe system , who has been the witness of all misdemeanor by variousauthorities and representatives, who has been striving for a socialchange through education and put himself in the process for long, whohas been motivated and determined to get a podium to serve thecommunity. What our brothers and sisters need, what are theirpriorities and what are their ambitions and goals.
I am not being overtly optimistic, rather I am excited on the factthat someone who is just like us has been elected first time as a Member of Parliament by our enthuse and motivated people ofKishanganj.
We needed someone who understands how difficult is to manageexpectations of individual and community in this cut throat world ,how difficult is to meet the needs of livelihood, who understand whatit takes to be able to get an employment , what it takes to survive inthis era. One who has gone through the influences of the traditionalroots and the modern amenities, one who knows how and when to makecompromises, one who knows how to outline the rules of development atthis competitive age with the vision of the future. One who does notlook back at what he lost but one who knows that the future lies inmoving on, in learning from our experiences, in adapting and inevolving.
If not anything else it is that nice feeling of freshness. It is thatnice fragrance where we can associate ourselves with people who seefuture with vision and mission. Till the day we start associating withour politicians, till we start seeing our reflections in them we willnever be able to assert or ignite that passion.
Let us stand united, let us show support, let us pledge help andextend brilliant and indigenous ideas to make the "common" dream, thedream of you and me and of everyone a reality. It is time that we moveon, we move on from the new promises based on the interest of mass, new philosophies and ideologies and the new face and the extendedfamilies in the politics of our beloved district. Since our so called"leaders" of the past could not do better for us, let us all showsolidarity with the "common man" Maulana Asrarul Haq Qasmi on aprovided platform for a change and reform and I am sure a shiningfuture is just ahead!!!
Wassalm,
Sarfaraz Ahsan
