Kishanganj: A Collective March Towards Development.
Dear honorable members,

I hope you find this email at the best of your health and spirit.Keeping in view every ones sentiment and of course the interests andzeal to remain committed and united for our dream Kishanganj, I havewritten this note.
Background:
Kishanganj, the district created on January 14, 1990, geographicallylocated in the extreme North East of Bihar and Bordering W. Bengal,Bangladesh and Nepal. Statistically, it has seven (7) blocks and about130 villages. The total population of the district is about 13 lakhsas per the census 2001 which includes about 6.7 lakhs male and 6.3lakhs female population. If we divide the total population into urban:rural ratio it is about 1.3 lakhs: 11.7 lakhs. As per the census 2001the overall literacy rate is 24% which includes male literacy rate as34% and female literacy rate as 14%. The district has manyeducational institutions too which includes 2 government colleges, 2private colleges, 1 medical college, 1 polytechnic,1 central school, 1Navodaya school, 17 government high schools, 90 middle schools, 5middle school for girls, 508 primary schools, 220 Madrasas and inaddition few project schools on education for the poor andmarginalized. On medical and health front the district has 1 Sadarhospital, 2 referral hospitals, 7 PHCs, 129 health sub-centers. Thedistrict is predominantly agrarian and the main crops of the districtare rice, jute, pulses and fruits including few cash crops. On theindustry front, the district has a few plywood and small scaleindustries too. (Reference: Kishanganj District Portal).
The districtis strategically located but the aboriginal people never utilized itsbenefits except a few.
The above talked about are the only few specifics about the districtand there are many more which I believe most of you are sentient. WhyI brought these indicators into our kind freshness because it gives adepiction of the district in hand and may be all-inclusive for many tovalue the current status and the challenges ahead in order to putKishanganj on thoroughfare of development. There are issues in thedistrict which indeed required wide-ranging, effective, apposite andenduring solutions for all round development. I would like to bringevery ones’ kind consideration to provide inclusive action plan orthought pertaining any specific issue of socio- economic importanceand any other issues of community advancement. Here let me affirmagain we invite thoughts and action plan based on certain core valuesand principles, these are believing in the power of peace, harmony,unity in diversity, sustainable development, passion & integrity,compassion and respect for others, peoples participation, equality andsocial justice, without any prejudice in respect of caste, race,gender, ethnicity, social or political groups, socio economic statusor religions and above all plan of action should be mass oriented.
Do we really crave to see our dream Kishanganj? So lets come together,put your thoughts and enduring strategy to combat with prevailingsituations on the following given dimensions of social, economical,political, commercial and natural importance.

We really need to know how various activities of the above mentionedfields and/or fields of your imagination for social changes areinter-related and play a role for the transformation of individual/community/ society towards development. Do we have awareness ofvarious projects, grant-in aid, annual budget, and utilization ofallocated funds on a particular area of development, misutilization offunds, and surplus of funds, what our administrations at districtlevel, subdivision level, block level, village level, does and how theauthorities are responsible? Who is accountable for what and whichservices is beneficial and has reached to the target beneficiaries?Who plans it, who implements it, who monitors it? In my opinion wethe common people need to introspect and be aware of for collectiveresponsiveness towards our dream. I know many of you are aware of eachor any system but have we ensured that the purpose is achieved?
Your strategy and opinion may be of great help for all of us tangiblyor non-tangibly which if applies fortunately at the grass root levelor any intervention required at the national/state leadership leveland focused areas of concern. You may take any of the issue or issuesand may go ahead keeping in view the blue print is focused onKishanganj constituency in specific and the Surjapuri belt in general. I would really be happy rather excited to hear from you all for thecontribution towards putting our beloved district on the track ofdevelopment. Your hard work and sincere endeavor would really behighly appreciated. Your suggestions and advice may directly orindirectly would be of great help to our honorable MP Maulana AsrarulHaq Qasmi to understand and draw a roadmap of developmental activitiesfor the our very own society/community in the near future and if everything goes well then of course beyond this tenure.
As many of you might be aware that the Central Government has askedall its MPs to submit a 50 page report on the progress on completion of 100 days in the Governance.
As we all know that we are the fraction of our society only who talkedabout dream Kishanganj but never forget we have to bring the largeportion of society who works at the grass root level or remain adetached, in the process of social change i.e. towards themodification of each dimensions of society!!! We have now a leader ofmass, a son of the soil, who is champion of good governance as MP(Maulana) whose sole purpose is to serve the community and serve thenation, give him, ideas, suggestion, feedback, and above all time.Please ensure that we are not talking about a radical change ofsociety but social change as process. I assure you the day will comethe learning from this forum would be of great help to contributetowards development of our very own society and Inshallah our dreamwill be a reality!!!
